CA (and UT) and probably most every other state that sells out of state permits for anything don't give a hoot about the home state (not their business); CA, UT etc will sell you a non-res sticker/plate in a heartbeat. For those going to the dunes by way of Blythe (Vegas types etc) I found out the little gas station/mini mart "Wheelies" in Palo Verde, CA carries the passes.
The lady working in the store seemed to indicate the supplier wasn't doing their part in regard to getting the word out.
