New Out of State OHV Fee

Here's the word I got when I emailed the guys at ATVutah.com (read it and weep):

Rich:

The rumors are correct. The Utah State Legislature has put a $30 annual
fee into place for out of state OHV's. As I understand the law, the fee
will be annual but will apply only to states that do not have their own
registration process in place. For example, riders in Colorado will not
need to pay because they do so when they register their OHV and we have a reciprocal agreement with Colorado indicating that we don't pay when we visit there and they don't pay when they visit here. Riders from states without any registration requirements, however, will be asked to pay.

The biggest problem with the bill is enforcement. The state has
indicated that individual countys and their local law enforcement
agencies will be the enforcement arm for the new legislation. With all
of the requirements already placed on rural law enforcement, OHV
registration enforcement is going to be very difficult to pull off.



I believe the effect date is 1 Jul but don't hold me to it.

Rich, I was thinking that somewhere in the June@ the Pink Dune thread it was mentioned that Arizona and Utah do not have reciprocol agreements. I will have to go read it again. Did ATVutah.com say anything about AZ?

LoBuck,

I read that on that thread but you'll have to check with the guys up there to figure out what the requirements are for AZ citizens. I'm pretty busy getting a new-to-me MX bike working the way I want it right now but if I get some time I may call up there and while I'm at it I'll ask about AZ as well.

P.S. Got confirmation about the 1 July in-effect date.

Thanks Rich. I haven't been back to Coral Pink since the mid '80s. I think they did have the whip & flag rule, the quiet times, helmet, etc. We did ride the 3wheelers double with the kids without a problem.

This is from the Dune's and trail's atv club's new's letter.

UTAH TO GET TOUGH

Recently Gary Clinard talked to David Morrow, administrator of the Nevada Division of State Parks. Mr. Morrow came to Nevada eight months ago from Utah. He reported that Utah will seriously enforce their OHV laws this summer, even for non-residents. Here are some of the laws you should be aware of and comply with:

1- No one under 8 years of age may operate an OHV on public roads, trails, or lands

2- Riders from age 8 to 15 years of age must possess an OHV education certificate

3- Riders 16 years of age or older must possess a valid driver's license or an OHV education certificate.

4- All riders under age 18 must wear a helmet

5- All OHVs operated in Utah by non-residents (no grace period) must have a registration permit from their home state, or must purchase a Utah $30 non-resident permit

You guys should go back, it is really beautiful and if you camp in the meadows you don't have to worry about quiet hours (cause you're outside the park on BLM land). You can also ride at night on that end for the same reason.

Its on my list of things to do. Coral Pink is a wonderful place. One on these days I will get back there!
