The OHMVR Commission will be having a meeting Dec. 6 - 8 in Sacramento to determine the grant funding from the state OHV program. This is where some of OUR Green Sticker money goes. There are other items of interest on the agenda.

The process went very quickly this year with the new OBJECTIVE scoring system and full funding of grants instead of a percentage based upon the scores. Only a few grants from Law Enforcement and Non-CESA were pulled from the consent list and discussed. The whole thing was done around 2:30 Friday afternoon. 4 hours instead of 4 days !!! The Commission couldn't manipulate the funding this year like they have in the past.
Leftover money ($2.548 million) in the Restoration group was reallocated to fully fund the Conservation projects ($715,000 added) and add to the Law Enforcement projects. NONE WENT TO NON-CESA !! Once again Spitler and friends had the vote to screw us out of adding to the "on the ground" funds. Commisioner Willard was not there, minor medical operation kept him away. Commissioners McMillan and Anderson voted against the motion.
It looks like we may be stuck with Spitler even though he is no longer a California resident. Seems that there is no residency requirement to be a Commissioner. Unofficially, Commissioner Thomas said that this would be his last meeting.

No, SB742 doesn't come into affect until Jan. 1, 2008. The new grants scoring system is very objective, leaving little room for manipulation by the OHMVR Commission.
